Accreditation Method

I. General rule

1.For readers above 14 years old, who applies TJL reader accreditation for the first time, he can hold his second-generation ID card or other valid cards (social security card, driver license, solider card, Exit-Entry Permit for Travelling to and from Hong Kong and Macau, Home Return Permit for Taiwan residents, foreign passport and so on), fill down relevant personal information and pay corresponding deposit, then he can get the reader accreditation for free. The application for reader accreditation follows the entry rule with ID card number. That is, an ID card can only apply for a reader accreditation (so do other valid cards).

2.For reader under 14 years old, who applies TJL reader accreditation for the first time, he must be accompanied by his parent, bring his household registration and pay corresponding deposit, then he can get the reader accreditation for free.

II. Functions and type

According to various deposits or different reader types, the reader accreditation has three service functions for readers to choose. But three functions cannot be available at the same time.

1. Chinese and foreign document borrowing: reader shall pay 500 yuan as deposit to open this function, then he can borrow 1 foreign book from the cultural center sub-library, 5 Chinese books from the other three sub-libraries and member libraries that join Tianjin public library system ILL service network, and 5 journals from the cultural center sub-library, Fukang Road sub-library and other member libraries in districts and counties that open the Chinese journal borrowing service, as well as read Chinese and foreign documents in the library.

2. Chinese and foreign document borrowing: reader shall pay 100 yuan as deposit to open this function, then he can borrow 5 Chinese books from the other three sub-libraries and member libraries that join Tianjin public library system ILL service network, and 5 journals from the cultural center sub-library, Fukang Road sub-library and other member libraries in districts and counties that open the Chinese journal borrowing service, as well as read Chinese and foreign documents in the library.

3. Children document borrowing: reader shall pay 50 yuan as deposit to open this function, then he can borrow 2 Chinese children books from the cultural center sub-library and 1 children journal, as well as read the children documents.

Special notice:

(1) The Chinese journal borrowing service in member libraries in districts and counties shall apply separately to the libraries that provide this service.

(2) Chinese journal doesn’t provide ILL service. It can only be borrowed and returned in its corresponding library.

III. Concrete Methods

1. New accreditation application: if reader doesn’t any kind of borrowing card in our library, this accreditation application can be regarded as the first time and be opened by the following methods:

(1) Chinese document borrowing: reader beyond 14 years old can bring his second-generation ID card to the accreditation self-service machine or fill in the application form in the artificial accreditation window with other valid cards;

(2) Chinese and foreign document borrowing: reader beyond 14 years old can bring his second-generation ID card or other valid cards and fill in the application form in the artificial accreditation window;

(3) children document borrowing: reader under 14 years old shall be accompanied by his parent, bring the household registration, take photo on the spot and fill in the application form in the artificial accreditation window (special notice: this accreditation can be only used in the children document borrowing and reading room).

2. Other types of library cards that have expired: those who hold such cards shall apply for their cancellations (make sure there are no record of arrears and unreturned books, return the refundable deposit, etc.) at library’s licensing office; then, apply for a new card in accordance with the accreditation procedure.

IV Losses’ Report, Card Reissuing and Deposit Refunding

1. Losses report: If readers accidentally lost their library cards, they should immediately report the loss with their valid IDs. During this period, those readers cannot enjoy the services represented by the card (except for the book returning service).

2. Card reissuing: after a week of loss report, readers can apply for a new card with his/her valid ID. If the card cannot be used due to the human damage, readers should apply for a new card with his/her valid ID.

3. Deposit refunding: readers can apply for the refunding of deposit with his/her ID and library card. The system will make sure that there are no records of arrears and unreturned books. Then, readers can fill out an application form. The issuing office will refund the deposit to readers, and end all functions of reader’s card. If reader’s card is lost, readers should complete the reporting process first, then apply for the refunding after a week. Reader should keep the card after refunding. If the deposit is re-paid, readers can resume the borrowing function.

V Relevant Matters

1. Reader's initial password for the card is the last seven digits of the ID number. Readers should change the password on their own. If the password was forgot, please go to the issuing office for password reset.

2. If losses of library’s resources were caused by card losing or the password problem, the card applicant shall bear the liability for compensation.

3. When applying for reader’s card, readers should check the card and cash on spot.
