1. The range of free interlibrary borrowing and returning: (up to December 2016)
    Tianjin Library (Cultural Center, Fukang road branch, Haihe Education Park branch), Heping District Library, Hebei District Library, Hedong District Library, Hexi District Library, Nankai District Library, Hongqiao District Library, Beichen District Library, Dongli District Library, Xiqing District Library, Jinnan District Library, Wuqing District Library, Baodi District Library, Jinghai District Library, Ninghe District Library, Jizhou District Library, Tianjin Binhai New Area Hantanggu Library, Cultural Center at Airport Economic Zone, Teda Library, Tianjin Binhai New Area Hantanggu Library, Tianjin Binhai New Area Dagang Library.
    2. Types of reader card that qualify for this service:
    (1) Tianjin Library’s Reader card applied after January 1, 2012(excluding children borrowing function).
    (2) General Reader Card of Tianjin Public Library.
    3. Application method:
    (1) Readers who up to at least 14 years of age can pay a deposit of 100 yuan to apply for a new card at any membership library with their valid IDs.
    (2) Readers of the Tianjin Library or readers who have had a general card recorded in any of membership libraries who apply their card before January 1, 2012, will be required to go to the City Library (Cultural Center and Fukang Road library) for applying new card.
    (3) The loss reporting, reissuing, and cancelling of the general reader card can be handled in the membership libraries.
    4. Types and scope of materials’ borrowing:
    (1) Chinese books of Tianjin Library (excluding children's books).
    (2) Chinese and foreign language books at the special rooms or areas of counties’ membership libraries.
    (3) Chinese and foreign books and periodicals at Tianjin library (including cultural center library and Fukang road library).
    5. Borrowing rules:
    (1) Readers can only borrow up to 5 Chinese books and return them in every membership library. Readers can borrow for up to 5 Chinese periodicals in the city’s library (cultural center library, Fukang road library), Chinese periodicals cannot enjoy the interlibrary services and can only be borrowed and returned in the library they belonged to. Readers can also read ordinary Chinese materials at every membership library.
    (2) Each Chinese book and periodical can only be borrowed for 30 days, borrow period can be renewed for 1 times; overdue books and periodicals will be charge for 0.20 yuan/day/book.
    (3) Readers can use the online renewal through the rules of the Tianjin Public Library System for online free interlibrary borrowing and returning.
    (4) If the materials borrowed by readers are defaced or lost, they shall be compensated according to the relevant provisions of the membership libraries.
