It is mainly responsible for the management and inside-library reading service of the Chinese basic collections, the open-shelf loaning service of the foreign language books, and the open-shelf access to the Chinese books published in Hong Kong and Taiwan. And relying on the basic collections it manages, it engages in all kinds of reference and consultancy services. The Under Cultural Center Sub-Library, there are reading areas of basic collections, Hong Kong and Taiwan collections, foreign language collections. Under Fukang Road Sub-Library, there are a reading room for basic collections and another for reference books.
